To activate a feature in SharePoint using the web interface, first go to the site settings page, available from the site actions menu. Next, depending on the scope of the feature you either go to the web features or site collection features. The site collection features will only be available if you are at the root site of a site collection.
Next, find the feature you want to activate and click the button.
