You can change the default permission levels for your groups by going to the People and Groups link and then to the Site Permissions link below the site groups.

Then, on the site permissions page, go to the Settings menu and follow the Permission Levels link.

For example, you may want to grant or revoke a user group’s ability to personalize the web parts of a page, which you would do by editing the permission level for that group.
